How to claim your European passport as a South African citizen?

So way back when Europe said any former colonies can become citizenship in the European Union. My fiance is South African witch was apart of the the Dutch colonies. So can she claim her Dutch Europe Passport? Or any other European countries passport??? If so how can she do it. If not explain why?
