Beginner Makeup Kit Suggestions?

Okay, so i am planning to start out with makeup, I have somewhat dry skin from my forehead down, despite my nose, my nose is sometimes oily sometimes normal, i have acne/ acne pron skin on my forehead. I have brown eyes and single/double (in between eyelids). It would be helpful to recommended makeup for me, my budget is around $ 40-80, but if the product is worth it i will buy, i do have a mac counter near me, and a drugstore. So both drugstore makeup and mac is okay, although please keep in mind $ 40-80 is my budget. Oh yeah, this is for everyday / school makeup so i don't want anything to heavy, so no smoky eyes, just plain neutral eyes. And i would really like to know some good white eyeliners.
