Why did England forbid the sale of wool, sugar, molasses, and tobacco from the colonies to other countries?

the demand in Britain was really high for these products due to Britain's large manufacturing base for textiles and other finished products. Also, these colonies were part of the British Empire and the Brits wanted to set their own prices on exports, so all the raw materials from the colonies were shipped to Britain first before export to other countries.
