Blue eye make-up for prom questions?

I'm very lost when it comes to doing more intense make-up, but I want to do more dramatic make-up for my prom, I just need some help. I'm wearing a dark blue dress that has a halter. The halter part and below the boob-age area has silver sequins. I have Alexis Bledel coloring: Blue eyes, fair skin, and long-ish reddish, brown hair. To go with my dress, I want to do a slightly blue, smoky eye look, or the look where you put the blue eye shadow around your eye-lids.....kind of like Taylor Swift. What color of blue should I use that would look best with my coloring and dress color?
