Ive downloaded the new adobe flash player like 10 times and it still doesnt work. how do i fix it?

on my laptop, i have windows explorer internet 9 or whatever it is. and i cant watch video's, listen to music, etc cause i have to upgrade to adobe flash player 10. ive downloaded it, cause another window pops up and says installation is complete. but i still cant do anything and everything still says i need to upgrade. HELP !
